RFQ – Architect Services

REQUEST FOR QUALIFICATION 
FOR ARCHITECTURAL SERVICES
The DeMary Memorial Library in Rupert, Idaho is seeking for qualified architectural professionals (together with any requested engineering services) to assist with planning, design, and construction administration services. The Library is undertaking the renovation of the historic Masonic Hall building into additional library space.
Constructed in 1953, the structure is located at 622 E Street, and is a brick, two-story building that totals 5,760 square feet. The work includes the interior and exterior renovation of the existing structure and any conversion of space necessary for use as a public facility. Renovations shall be performed in accordance with guidelines established by the Rupert Historic Preservation Commission and in a manner that will meet building code requirements applicable to public facilities.
Contracted services will be through project completion. Scope I services include reviews of pertinent information and preparation of preliminary building/engineering reports. Scope II services include design, engineering, and construction observation/inspection services for the project.
All proposals shall include a project approach and conceptual information that will phase the renovations in a priority order and include such details and specifications as will enable the public to know the extent and character of the work to be done.
The services to be provided will include:
Scope I
  1. Review property information, existing engineering reports, existing mapping reports, and other pertinent information provided by the library.
  2. Preparation of preliminary building review reports which identify current conditions and problems and recommend courses of action.
  3. Assistance with preparing funding applications to various potential funding partners which include developing project concepts, planning and/or preliminary design, and preparing cost estimates.
Scope II
  1. Planning, designing, architectural services and engineering of renovation projects. Project design to include all civil, structural, mechanical, electrical, and related systems as requested by the Library.
  2. Preparing drawings, specifications and project cost estimates. Updating cost estimates as necessary.
  3. Seeking input and coordinating design and construction plans with the Library, City officials, any third-party professionals contracted by the Library, and City utility providers.
  4. Assisting the Library in preparing application materials to funding agencies which would include, but is not limited to, the preparation of cost estimates, developing a project concept including graphics and conceptual renderings, and planning and/or preliminary design.
  5. Preparing bidding documents in conformance with applicable federal and state requirements and applicable building codes. Supervising the bid advertising, conducting pre-bid meeting, issuing of addendum, preparation of bid tabulation, assisting in bid opening, and advising on bids.
  6. Consulting with the Library regarding renovation progress and quality.
  7. On-site observation of construction work, submittal review, and preparing inspection reports as requested.
  8. Reviewing and approving all contractor requests for payment as requested by the Library.
  9. Preparing and managing a punch list as requested.
  10. Providing reproducible plan drawings to the Library upon project completion.
  11. Conducting final inspection and testing.
  12. Submitting certified “as built” drawings to the Library and required regulatory agencies.
  13. Preparing, or securing from a contractor, an operation and maintenance manual for all necessary systems as applicable.
  14. Assisting on conducting a warranty walk-thru as applicable.
  15. Participating in public meetings.
Respondents will be evaluated according to these criteria:
Capability to Perform Projects (i.e., firm’s history, areas of expertise, address of office that will manage projects, length of time in business, firm’s legal structure, firm’s commitment to provide necessary resources to perform and complete projects).      (25 pts.)
Relevant Experience (i.e., description of other projects executed by the firm that demonstrate relevant experience, especially with regard to historic structures. List of public sector clients for whom you have performed similar work in the past ten years, which should include name, address, and phone number of a person who can be contacted regarding the firm’s performance).      (25 pts.)
Qualifications of Project Team (i.e., résumé for the key people assigned to the Library projects including potential sub-consultants. Key personnel roles and responsibilities. Identify project manager(s) who will be responsible for the day-to-day management of project tasks and will be primary point of contact for the Library).      (25 pts.)
Approach and Schedule (i.e., key milestones/tasks that must be accomplished to complete projects and how the firm proposes to execute these tasks. Unique aspects of the project design and alternative approaches the owner might wish to consider).      (25 pts.)
Total Written Proposal Points Possible = 100
Selection Committee Interview – (optional).  Firms may be asked to make presentations covering their relevant experience, their understanding of the requirements, and their own approach to designing and supervising the jobs.      (50 pts.)
Total Proposal Points Possible = 150
Award will be made to the most qualified applicant who is deemed most advantageous to the DeMary Memorial Library, all evaluation criteria considered. The Library may choose to interview only the top-ranking firms as based on proposal review and scores. Unsuccessful applicants will be notified.

All responses are due to DeMary Memorial Library by 7:00 PM on Friday, January 17, 2025.  Please state “Architectural Services Response” on the outside of the response package. Please provide three (3) hard copies of each proposal and one electronic copy.  The electronic copy may be submitted by email to [email protected].
The DeMary Memorial Library reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses or applicants deemed unqualified, unsatisfactory or inappropriate.
